Roseburg City Council Seeks Public Input on the Unhoused

Roseburg OR – The Roseburg City Council is seeking input from the public about Goal 6, which is to explore strategies to address issues related to unhoused individuals within the community. Residents have two opportunities to submit ideas to the Council that will help them address this goal. The next two public work study sessions, on August 17 and August 31, 2020, will be devoted to hearing ideas and feedback from the public.

The first meeting, on Monday, August 17, 2020, will be held via Zoom at 6 pm. For those that would like to provide public comment related to the topic of unhoused individuals, they will have the opportunity participate in one of two ways:

  • Via Zoom – Contact the City Recorder, Amy Sowa, at by 12 pm on August 17, to request a meeting link. The link will only be shared with those who contact the City Recorder and provide their contact information. Speakers are allotted four minutes for their comments.
  • Via Email – Email your comments to the City Recorder by 4 pm on August 17. Please include your name and address, and whether or not you are a resident of the City. The Mayor will read comments related to this topic aloud during the meeting.

The second public work study session will be held on Monday, August 31, 2020, in-person in the City Council Chamber at 6 pm. Residents, who wish to speak and provide public comment, will be required to wear a face covering and check in at the front lobby prior to entering the Chamber. All attendees will be required to wear face coverings and sit at least six feet distance from each other. If the number of speakers exceeds the State mandated occupancy, people will be asked to wait outside until room is available. Each speaker will be allotted four minutes to talk, after which they will be asked to exit the Chamber.

In the fall of 2019, the City Council began a series of meetings to set goals for 2020 – 2022. From these meetings, Council created and adopted six goals they wish to accomplish and passed Resolution No. 2020-01 during the January 13, 2020 Council meeting.

The following goals were formally adopted by the City Council:

  • Develop and implement policies to enhance housing opportunities.
  • Implement transportation funding policies to meet identified community needs.
  • Enhance community livability and public safety
  • Take a proactive role in community economic development and revitalization
  • Update and implement the City’s Emergency Preparedness Plan.
  • Explore strategies to address issues related to unhoused individuals within the community.

In June 2020, the Council began a series of work sessions to address Goal 6. At the work sessions, Council invited local agencies and non-profits, with expertise on the subject, to give presentations and their suggestions to the Council on how to address this issue. During the August 3, 2020 work session, Council expressed interest in hearing from the public before moving forward with making decisions concerning this goal.
